Mr. Tomoyuki Furusawa, Director-General of the FSA’s Policy and Markets Bureau will be speaking to us about the FSA’s 2020 Financial System Council reports released in late December. The reports cover discussions by the Capital Market Regulations WG including the firewall regulations and the Banking Regulations WG on changes to the permitted services by banks. If time permits there may be an opportunity to ask questions at the end of the presentation. However, if possible, please submit your question to IBA Japan Secretariat before 12:00 on 12 January.

    2. Major Issues regarding Firewall Regulations
    3. Overview of discussions planned for 2021.

Mr. Tomoyuki Furusawa, FSA Director-General of the Policy and Markets Bureau

Mr. Furusawa joined the Ministry of Finance in April 1986 after graduating from the Law Faculty of Tokyo University.

Between 2011 and 2013, he was responsible for designing Japanese financial market regulations including insider-trading regulations and OTC derivatives reforms as the Director of Financial Markets Division.

Between 2013 and 2015, he was responsible for liaison with the Diet and where he supported parliamentary debates concerning financial regulations as the Director of Policy and Legal Division.

Between 2016 and 2018, he was responsible for corporate disclosure, accounting, and corporate governance, as the Deputy Director-General of the Policy & Markets Bureau.

Between 2019 and Jun 2020, he was responsible for market oversight, investigations and inspections, and enforcement actions as the Secretary-General of the Securities and Exchange Surveillance Commission.  He became FSA Director-General of the Policy and Markets Bureau in July 2020.
