Mr. Harry Saito, CEO and Managing Director, KFi K.K.
Mr. Saito discussed the following issues: (1) recent dynamics at the FSA; (2) the FSA’s Financial Reform Program; (3) the FSA’s general supervisory guidance; and (4) the FSA’s general inspection policy. Haruhiko (Harry) Saito is CEO and Managing Director of KFi K.K. While with KFi, he has advised many foreign financial institutions regarding regulatory issues, and offered strategic advice to many new entrants to the Japanese markets. Prior to that, Mr. Saito worked at the Bank of Japan mostly in the banking policy area, such as capital adequacy rules, derivatives regulatory guidelines, etc. Mr. Saito has served as Japan’s official member in various working groups at the Basel Committee on Banking Supervision at the Bank for International Settlements (BIS). At the BIS, Mr. Saito was a drafting member of various policies related to risk management and internal controls and has worked closely with Securities Supervisors at the IOSCO as a member of the Working Party 3. Mr. Saito holds a BA in Law from the University of Tokyo and an MBA from Harvard University.
