The IBA is pleased to welcome back Mr. Saito to discuss the following topics:
(1) recent regulatory dynamics at the FSA; (2) reform initiatives and their regulatory intent; (3) FSA expectations of local governance; (4) key control issues; and (5) practical measures for IBA member firms. A Q&A will follow.

Mr. Saito’s last IBA seminar was in March 2008. It covered similar topics and was attended by 110 people. Of the 88 people who completed the evaluation, 95% said they would recommend the seminar.

Haruhiko (Harry) Saito is CEO and Managing Director of KFi K.K, formerly known as KPMG Financial Services Consulting, Inc. While with KFi, he has advised more than 300 domestic and foreign financial institutions regarding regulatory issues. Prior to that, Mr. Saito worked at the Bank of Japan mostly in the banking policy area, such as capital adequacy rules, derivatives regulatory guidelines, etc.   Mr. Saito has served as Japan’s official member in various working groups at the Basel Committee on Banking Supervision at the Bank for International Settlements (BIS). At the BIS, Mr. Saito was a drafting member of various policies related to risk management and internal controls and has jointly worked at the IOSCO Working Party 3. Mr. Saito holds a BA in Law from the University of Tokyo and an MBA from Harvard University.
