Mr. Saito will discuss the following topics:
(1) recent regulatory dynamics; (2) impact of the FIEL;
(3) the FSA’s general supervisory guidance; (4) FSA/SESC inspection policy; and (5) practical measures for IBA member firms. A Q&A will follow.

Mr. Saito gave two IBA seminars covering similar topics in June 2006, attended by 100 people. Of the 87 people who completed the evaluation, 93% said they would recommend the seminar.
Haruhiko (Harry) Saito is CEO and Managing Director of KFi K.K, formerly known as KPMG Financial Services Consulting, Inc. While with KFi, he has advised more than 300 domestic and foreign financial institutions regarding regulatory issues. Prior to that, Mr. Saito worked at the Bank of Japan mostly in the banking policy area, such as capital adequacy rules, derivatives regulatory guidelines, etc. Mr. Saito has served as Japan’s official member in various working groups at the Basel Committee on Banking Supervision at the Bank for International Settlements (BIS). At the BIS, Mr. Saito was a drafting member of various policies related to risk management and internal controls and has jointly worked at the IOSCO Working Party 3. Mr. Saito holds a BA in Law from the University of Tokyo and an MBA from Harvard University.
