Update on the Current Role and Future Direction of the SESC
(This presentation was conducted in English.)
Guest Speaker:
Mr. Kiyotaka Sasaki, Director, Enforcement Division
Securities Exchange Surveillance Commission (SESC)
Mr. Sasaki addressed the following topics:
• The perspective of SESC enforcement in light of recent market misconducts; and
• The future direction and responses of the SESC in fostering market integrity.
Mr. Sasaki addressed the IBA in March 2006, an event that was very well attended by branch managers and other senior executives. All staff of IBA member firms were welcome to attend.
Mr. Sasaki is responsible for investigations and enforcement actions against market misconduct in the securities markets. He has a wide range of expertise and experience regarding financial sector supervision, including on-site inspection of financial institutions, risk-based approach of supervision, internal- and external-audit functions, as well as anti-money laundering and combating the financing of terrorism (AML/CFT). He also has extensive international supervisory experience, in particular relating to cooperation with foreign supervisors on a bilateral and multilateral basis, including policy discussions at working groups of the Basel Committee for Banking Supervision, the IOSCO, Financial Stability Forum (FSF) and the G7 Finance Ministers meetings. Before his current position at the SESC he worked at the IMF on assessments and technical assistance on AML/CFT.
